All of our RNs must complete Uniform Assessment System (UAS-NY) training, which the Department of Health (DOH) has developed, and state regulations require. They must also complete Premier supplemental training designed to accurately capture all the quality and risk scores appropriate to that member. In this way, the plan can be assured that they have captured the highest allowable risk scores as well as improve their overall quality ratings.
The Uniform Assessment System
In 2013, the Office of Health Insurance Programs, Division of Long-Term Care, implemented the Uniform Assessment System for New York (UAS-NY). This comprehensive training program was designed as an assessment system within the state’s in-home and community-based long-term care services and programs.
Premier’s Utilization Review/Care Management Services Division provides delegated member assessment services (enrollment, reassessment, SCIC) on behalf of health plans for:
- Medicaid
- PACE
- MAP
- FIDA (dual eligible products)
- MLTC/MLTSS managed care programs
Premier maintains separate (and distinct from its traditional home care operations) specially trained RNs that have completed state specific assessment training to provide these services as well as Premier’s managed care and risk/quality score training. Complementing the RN field assessment staff is an in-house administrative team providing:
- Support
- Scheduling
- Quality audit
- IT
- Managed care program submission and reporting services
The RN assessors work in conjunction with health plan managers to develop the member person centered plan of care.
